How to read this

A line is only flagged as over when it clears the top of our band, not the middle. That is deliberate: the point is to give you a number you can put in front of a vendor without having to defend it. Two packages we will not benchmark from capacity alone are land and the transmission line, because both need acreage and route kilometres before any figure means anything.     A supply-only solar EPC BOQ came to us with a vendor quote already on it. Ten priced lines, Rs 47.40 crore against our benchmark of Rs 35.88 crore. A 32% gap, and the first thing we told the client was to ignore it. Here is what that gap actually was.

    One unanswered question: DCR or non-DCR. The solar module line was 84% of the vendor total, so until that is settled the quote cannot be read at all. This is a specification decision, not overpricing.

Every package carries a low, base and high band, because a single number for solar modules, mounting structure or AC cabling would be false precision.
    How much should solar modules and solar panels cost per watt in India?
    On an indicative landed basis this check benchmarks genuine DCR solar modules at about Rs 20.44 to Rs 24.71 per Wp, and open-market non-DCR solar panels at about Rs 14.00 to Rs 16.50 per Wp, both ex-GST. These are benchmark bands, and they sit deliberately below the planning figure published on our solar project cost estimator, which carries a margin so that a real RFQ never lands above it. Both come from the same rate card. Your exact landed number depends on order size, delivery window and site.
    Why will a solar EPC BOQ check not price my module line until DCR is settled?
    Because the DCR answer moves the solar module rate by roughly Rs 7 to 9 per Wp, and modules and panels are typically about 55 percent of a ground-mount project. On a real 19.5 MW solar BOQ, that single unanswered question accounted for Rs 10.73 crore of an Rs 11.52 crore gap. Pricing solar panels either way before the tender or PPA clause is settled produces a number that has to be retracted.
    My solar panel price came in under your band. Is that not good news?
